The Master of the Deathwing  may be your army commander if you wish. 
Remember  that your army must include at least one model capable of leading it. You may only choose  the Master of the Deathwing if  one  or  more  squads  of Deathwing Space Marines are also included  in the army.

If the Terminator Captain is the army commander then any Dark Angel units within 12" of him may use his Leadership value when they take a Leadership test.
