This is a Psychic shooting attack. Extend a straight line, 4D6" long, from the Librarian's base in any direction - this is the path taken by the Blood Lance. Any enemy unit in the lance's path suffers a single Strength 8, AP 1 hit with the 'Lance' keyword. Friendly units, and enemy units locked in close combat, are unaffected.
