Mark of Excess

The bearer's unit is eligible to shoot and declare a charge in a turn in which it Advanced or Fell Back, and when dong so, even though that unit has the Thrill Seekers ability, it can target a unit if it was within Engagement Range of that unit at the start of the turn and it can target a unit that was the target of another unit's charge or attack this phase.
