The Stegadon has a unit strength of 2. No not really its 8.
For all Leadership tests, Lizardmen units roll 3 dice and choose the lowest 2 scores
Stegadons count as ridden monsters with more than one rider. If the Stegadons are killed the Skinks form a small Skirmishing unit. If all the Skinks are killed then the Stegadon is treated like any other ridden monster that loses its rider. For VP, only the Stegadon and characters counts.

The Stegadon causes D6+1 impact hits when it charges (see Warhammer Rulebook pg 128, chariot with scythes).
The howdah gives the Skinks or any character riding it a 2+ armour save which cannot be improved in any way (characters may still use a ward save).
Skinks in the howdah carry a variety of weapons. For game purposes these count as hand weapons and javelins (javelins count as poisoned, and the Skinks may throw their javelins in any direction)
This bow is fired using the Skink's ballistic skill. Single S5 hit that does D3 wounds. Penetrates ranks as bolt thrower. Can move and fire, firing arc equals that of the Stegadon itself. Two Skinks must fire it rather then throw javelins. May shoot over normal sized units and interposing terrain that large targets can see over.

Skink darts and javelins count as Poisoned Attacks (see page 114 Warhammer Rulebook).
