If a Command HQ or Command Section has a comm-link, then one squad with a comm-link each turn can use the Officer’s Leadership value no matter where they are on the battlefield (normally they’d have to be within 12"). You can use the comm-link anytime, such as right before a Leadership test or even if the command unit is still in reserve.
