Tactical Excellence
(Rule)Description: Once per battle, at the start of any Phase, Fulgrim's controlling player may declare the use of this special rule. For the duration of that Phase any enemy units that attempt to declare a Reaction against a Move, Shooting Attack or Charge made by Fulgrim or a unit that he has joined, must first pass a Leadership test (using the highest Leadership Characteristic in the unit attempting to make a Reaction), unless the unit that is making the Reaction includes at least one model with the Primarch Unit Type, in which case the unit may declare Reactions as normal.
