Temptation of Sauron 
At the start of each Move Phase, before the Declare Heroic Actions Step, you may choose a single enemy model on the battliefield. The chosen model must immediately take an Intelligence Test. If the test is failed, you may immediately Move the chosen model up to its Move Value following all the usual rules for Moving, including making them Charge if you wish. The chosen model may not Move later in the Move Phase, but may otherwise act normally.
