(Rule)Description: At the beginning of the game, after both sides have deployed, Saruman may choose a single enemy Hero. The chosen Hero suffers a -1 penalty to any Resist Tests they take when targeted by a Magical Power Cast by Saruman; though a natural 6 will still count as a 6.
