(Rule)Description: At the start of the Fight Phase, during the Declare Heroic Actions step, Rowan may declare a Heroic Combat for free. If he does, and the Heroic Combat is successful, Rowan must use the ensuing Move to Charge an enemy Hobbit Hero with this Move, then he cannot use this special rule.
