Shield: “Pavise” mobile cover

Model counts as encumbered when moving the Pavise. It may be emplaced as part of a move, and provides Cover(2) for up to two (2) adjacent models from attacks from in front of the pavise.

Models carrying a heavy load (such as loot or a fallen comrade) have their movement reduced by a third.
